About the Role

ARETUM is seeking a highly skilled Capital Planning Investment Control (CPIC) Business Analyst Lead to join our mission-driven team. In this pivotal remote role, you will serve as the primary interface between our federal clients and our technical delivery teams, providing expert guidance on complex portfolio management and investment activities. You will play a crucial role in helping federal agencies solve their most critical challenges by integrating strategy, technology, and financial transformation.

As a Lead Analyst, you will not only provide high-level subject matter expertise but also mentor a dedicated team of analysts and SMEs. This position is ideal for a strategic thinker who thrives in fast-paced, highly visible environments and possesses the leadership acumen to drive quality, compliance, and excellence across the entire investment lifecycle. This is a contingent position dependent upon contract award and requires the ability to obtain a Public Trust clearance.

Key Responsibilities
  • Act as the primary point of contact and liaison for federal Capital Planning leadership, ensuring all client needs and strategic objectives are met with precision.
  • Oversee the development, maintenance, and quality assurance of comprehensive Business Cases (OMB 300 equivalents), EVM reports, and Annual Asset Report (AAR) submissions.
  • Manage the end-to-end Investment Manager support process, ensuring strict alignment with OMB Circular A-11 guidance and agency-specific IT governance frameworks.
  • Direct strategic planning efforts, budget formulation, spend planning, and the establishment of investment baselines to ensure fiscal responsibility and transparency.
  • Lead and facilitate gate reviews, preparing the team and stakeholders for rigorous evaluation cycles.
  • Monitor and determine the best course of action to resolve complex Capital Planning issues, providing direction to the team to implement effective resolutions.
  • Ensure all data calls and portfolio requirements are handled with accuracy, specifically regarding FBC business case structures.
  • Mentor and develop junior and mid-level analysts, fostering a culture of professional growth and collaborative excellence.
Qualifications
  • A minimum of 8 years of direct experience in Capital Planning Investment Control (CPIC) and federal portfolio management.
  • Bachelor’s degree from an accredited institution (an additional 4 years of relevant professional experience may be substituted in lieu of a degree).
  • Deep subject matter expertise in OMB Circular A-11 and federal IT investment lifecycles.
  • Proven leadership experience, including the ability to manage teams, set priorities, and provide strategic direction in a consulting environment.
  • Demonstrated experience in preparing and leading gate reviews and federal reporting cycles.
  • Strong analytical skills with the ability to navigate complex business case structures and data call requirements.
  • Excellent communication skills, with the ability to interface confidently with senior government officials and stakeholders.
  • U.S. Citizenship is required due to federal contract mandates, along with the ability to obtain and maintain a Public Trust or Suitability Determination.
