About the Role

As a HR Business Partner at the Ministry of Housing, Communities and Local Government (MHCLG), you will join the People, Capability & Change (PC&C) directorate during a pivotal era of national transformation. Key Responsibilities

In this strategic capacity, you will manage a broad portfolio of HR initiatives designed to enhance organizational effectiveness. Your core duties will include:

  • Strategic Partnership: Building and managing high-level relationships and partnerships by influencing, consulting, and securing the confidence of senior stakeholders.
  • Business Advisory: Providing robust challenge and influence at the senior management team level to ensure people priorities align with departmental objectives.
  • Data-Driven Decision Making: Interpreting complex workforce data to provide evidence-based insights, highlighting organizational risks, and driving excellence in HR systems.
  • Change Management: Leading the delivery of people-focused transformational change programs and managing cultural shifts within a dynamic governmental environment.
  • Capability Building: Coaching and mentoring individuals and teams to drive high performance while enhancing the standards of delivery across the department.
  • Workforce Planning: Partnering with Finance and other corporate teams to plan the current and future size and shape of the workforce against strategic workplans.
  • Inclusion and Wellbeing: Advising on the creation of a diverse organization and promoting staff wellbeing initiatives that align with the Civil Service values.

Qualifications

The successful candidate will demonstrate a blend of professional accreditation and practical experience in navigating complex, ambiguous environments. We are looking for:

  • Professional Certification: A CIPD Level 5 qualification is essential, alongside significant experience as a HR Business Partner or in an equivalent senior HR role.
  • Stakeholder Influence: A proven track record of building trust-based partnerships with senior leaders, including the ability to provide constructive challenge and resolve complex issues.
  • Analytical Prowess: Experience in utilizing data and evidence to measure the success of people initiatives and drive strategic improvements.
  • Resilience: The ability to maintain personal effectiveness under pressure and adapt to sudden, unexpected demands while delivering high-quality outcomes.
  • Change Expertise: Practical experience in applying employment law and employee relations principles within the context of large-scale organizational change.
